The former Party Secretary of Yangpu District Committee and Chairman of Yangpu District People's Congress Standing Committee .
Prior to that, Mr Chen used to work as Party Secretary and Vice President of Shanghai Five Iron and Steel (Group) Company, Deputy Party Secretary and then Party Secretary of Yangpu District Committee. He also used to work for Yangpu District People's Congress Standing Committee as Director , for Shanghai World Expo Coordination Bureau as Party Secretary and Deputy Director .
Mr Chen was delegate of the 17th National Congress of the Communist Party of China

The former Chairman of Shanghai Electric (Group) Corporation, Chairman, Executive Director and CEO of Shanghai Electric Group Co., Ltd. , having more than 30 years of management experience in industrial economy.
He used to serve as Deputy Manager of Shanghai Daily Chemical Industry Company. Prior to that, he successively worked as Assistant Director, Deputy Director, Party Secretary for Shanghai Light Industry Bureau. He also worked as Deputy Director of Shanghai Municipal Economic Commission, Governor of Shanghai Baoshan District and Huangpu District, Deputy Secretary General of Shanghai Municipal People's Government, Director of Shanghai Municipal Economic Commission.
Mr. Xu graduated from Shanghai University of Finance and Economics with a Master's degree in economics, senior economist.
